The technological level of scaffolding manufacturing in China is far behind that in Japan. There are only 2 to 3 steel formwork manufacturers in Japan, but more than 450 frame scaffolding manufacturers and scaffolding accessory manufacturers. In the 1950s, single-pipe tubular scaffolding was mainly used in Japan. Due to the frequent occurrence of safety accidents by using tubular scaffolding, the frame scaffolding had been widely used in the 1960s.

The frame scaffolding has the characteristics of easy to assemble and disassemble, good load-bearing performance, safe and reliable. After the stipulation on scaffolding safety using conducted by Labor Ministry, the frame scaffolding becomes the leading scaffolding system which commonly used by construction enterprises. The application amount of frame scaffolding accounts for 50% of the Japanese scaffolding market.

The safety using of the scaffolding system has been attached great importance. The scaffolding and acrow props using for different purposes according to different engineering requirements can provide a good working environment for construction workers and ensure construction safety. Tight handrails and net bars are required around the scaffolding system. There should be no gaps between the scaffolding planks joints to prevent debris from falling and injuring people. In the past 10 years, according to data supplied by the Industry Association, Japan has not suffered any casualties due to the quality safety of scaffolding, which is not easy.

In China, the tubular scaffolding is the leading scaffolding used in construction projects. Many unprofessional scaffolding manufacturers with low technological level and backward production process are founded in China. A large number of bamboo scaffolds are still in use and safety cannot be guaranteed. The frame scaffolding is also used in many domestic construction projects, which gets good effects. But then, the frame scaffolding system is rarely used by construction enterprises. With the rare application of frame scaffolding, many frame scaffolding manufacturers are also shut down or transfer.

Frame scaffolding system is popular among Europe, Japan, and America, while it is not welcomed by Chinese construction enterprises. After analysis, we can know the reason why the Chinese frame scaffolding is not popular. It is mainly because of the product quality problem. For example, the steel tube specifications cannot meet the design requirements, the low strength steel manufacturing frame scaffolding, easy deformation during the transportation and application, poor machine accuracy and shorter service life.

Recently, the construction method of the climbing frame in China has been widely used, but the safety management lags behind, which resulting in frequent accidents. Cuplock scaffolding is one of the most important scaffolding with highly promoting and widely application at present. More than 40 production plants have been set up in China. Most of these plants are poorly equipped, and their production process is backward. It is hard to assure the products’ quality. In summary, the technological level of scaffolding must be further improved. For backward bamboo scaffolding, we must restrict its application. The inspection and supervision must be put on the product quality and safety of scaffolding.
